Yes... so long as they have not voted in the May Primary Election.
Independents can vote in the primary election and sign Ben's
petition.

Can I only sign my own name to the petition, even if I don't want
to circulate it to other people?
Yes! Simply print out the form as usual (be sure to UN-check the
box that says "gather signatures" on the information form) and serve as
your own circulator on the form.
Sign it both
as the circulator AND sign as a voter on line 1.
Question:
If I leave the governor's race blank on my ballot and only vote
for local issues, can I then also sign Ben's petition?
No. If a Democrat or a Republican return a ballot envelope AT ALL,
(even if nothing is votes on), then they may not sign Ben's petition.
Question:
I'm a registered (Democrat or Republican) and I will vote in my
party's primary. Can I still get people to sign a petition even if
I can't sign myself?
Yes! The circulator doesn't need to sign the sheet as a voter, and
there are no rules against voting in a primary AND helping Ben in other
ways, such as circulating a petition.
